1. Background
Impanuro Girls Initiative (IGI), hereinafter referred to as “the Client,” has allocated funds toward the cost of a framework contract for the Provision of Visibility and Communication Materials.
Impanuro Girls Initiative is a young-women-led Rwandan non-governmental organization striving to improve the lives of women and girls through education, capacity building, counseling, socio-economic empowerment, and advocacy. IGI’s vision is a Rwandan society where women and girls live healthy, dignified lives, are meaningfully engaged in their communities, and are economically empowered.
Since 2017, IGI has implemented integrated relief and development projects in Rwanda, currently operating programs in the Kirehe and Ruhango districts. The IGI Head Office is located at KK 583 St, Gikondo (Near Kwa Rujugiro House), Kigali, Rwanda.
2. Objective & Invitation to Bid
As a local relief and development organization, IGI’s core value proposition is: “We place rights-holders first.” Driven by transparency, accountability, and mutual respect, IGI hereby invites sealed bids from eligible, competent, and reputable national bidders to submit their offers for the supply and framework provision of branding, visibility, and communication materials.
Bidders must be legally registered in Rwanda, possess a valid Electronic Billing Machine (EBM) profile, and demonstrate the technical capacity to deliver high-quality outputs.

4. Eligibility and Mandatory Requirements
- Interested bidders must submit the following compliance documents to be considered for evaluation:
- A formal Tender Application Letter addressed to the Acting Executive Director, Impanuro Girls Initiative (IGI).
- A detailed Proforma Invoice / Financial Proposal clearly indicating unit prices (as structured in the BOQ above) and the exact turnaround/delivery timeline.
- A copy of the Tax Identification Number (TIN) and Value Added Tax (VAT) registration certificates issued by the Rwanda Revenue Authority (RRA).
- Valid Tax Clearance Certificates proving no outstanding liabilities with both the Rwanda Revenue Authority (RRA) and the Rwanda Social Security Board (RSSB).
- An official company stamp (Cachet) and proven capability to issue Electronic Billing Machine (EBM) invoices.
- Three (3) Certificates of Good Completion for similar branding or printing projects successfully executed within the last twelve (12) months.
- Physical samples of the items being contested, to be presented upon request where
- A valid Business Registration Certificate issued by the Rwanda Development Board (RDB), explicitly showing that the enterprise is registered to operate in printing, branding, or related publicity sectors.
- A clear copy of the business owner’s National Identity Card (ID) or a legally recognized equivalent identification document.
5. Submission Guidelines
Complete bidding documents must be submitted electronically via email to both of the following addresses: procurement@impanuro.org and Copy to info@impanuro.org
Deadline: No later than 21 August 2026, Bids or financial updates received after the aforementioned date and time will be automatically disqualified.
Bids must be submitted with the exact subject title: “Provision of Visibility and Communication Materials”. If bidding for individual lots, specify the Lot Number and Title.
